Under the overall direction and supervision of the Deputy Security Advisor (DSA) or Field Security Coordination Officer (FSCO) based in Gao, the local Security Assistant (Menaka) assists in the implementation implementation of security operations and all matters relating to the management of safety and security of UN personnel in the region of assignment.
Duties and Responsibilities
3.1. Assists the Deputy Security Advisor (DSA) and Field Security Coordination Officer (FSCO) in collecting, updating and reporting information regarding the security situation in the AoR:
Liaises and coordinates, as appropriate, with Host Country security organizations and/or personnel, including national and local provincial authorities, military and police, as well as non-governmental organizations in the area of operation .
Assists in assessing the security situation at the duty station and ensures adequate collection and verification of security information that may be necessary for appropriate situation analysis by DSA/FSCO.
Communicates security information to heads of UN agencies and provides host country security advice to the UNDSS in the absence of the DSA/FSCO, as required.
Maintains regular contact with security focal points of United Nations agencies.
May be asked to provide technical assistance during A/SMT meetings in the absence of the FSCO.
3.2. Ensures maintenance of the security plan, including updating personnel lists:
Assists in the preparation and review of the United Nations Security Plan.
Supports actions during security plan implementation, as needed.
Support in the preparation and conduct of security plan exercises/tests.
3.3. Assists the DSA/FSCO in monitoring the implementation of security measures as recommended in the Security Risk Management (SRM) process for the AoR.
3.4. Assists in reporting security incidents affecting UN personnel, offices and assets, and assists in the preparation of security reports, such as Security Incident Report, security assessments,
3.5. Provides support in organizing and conducting security awareness and preparedness training courses and provides security orientation to newly assigned staff members. Organizes safety briefings, as needed,
3.6. Performs other security-related duties as assigned by DSA/FSCO:
Provides support in carrying out security assessments and provides advice on security measures for the residences (- Residential Security Measures – RSM) of UN personnel, as well as the latest security trends and threats and staff safety.
Assists in establishing and maintaining a guard system and maintains information relating to UN offices and residences.
Provide supervisory support to the Security Operations Center (including guidance to SOC Assistants and ensuring regular radio monitoring).
Administers a pass and identification system.
Maintain liaison with commercial companies used for UN security in offices and residences to ensure effective and efficient use of the guard force,
3.7. Provides general administrative assistance to the DSA/FSCO:
Maintains current and confidential correspondence files/documents.
Maintains a database of contact details with host country security authorities.
Organizes appointments, receives visitors, makes and screens telephone calls and answers questions discreetly, and writes minutes and/or notes during meetings,
