The Administrative and Financial Director based in Bamako, Mali will have the responsibilities of ensuring the financial compliance of the project teams assigned to him. He reports to the FHI360 Country Representative in Mali.
CONTEXT :
Family Health International (FHI360) is a non-profit Non-Governmental Organization (NGO) dedicated to improving lives sustainably through integrated solutions. FHI 360, is present in more than 70 countries around the world and in all states and territories of the United States and operates in the fields of health, education, nutrition, environment, economy and development, research and technology, creating a unique combination of capabilities to meet development challenges. We are currently looking for qualified candidates for the position of Administrative and Financial Director, EpiC Mali project.
EpiC is a five-year global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to overcome barriers to 95-95-95 and promote self-management of national HIV programs by improving HIV case testing, prevention , treatment programs and viral load (VL) suppression among key populations (CP) and priority populations (PP). In Mali, EpiC will work in several regions to provide HIV services among PCs and PPs and will build the capacity of local and community-based PC organizations and work closely with health structures, the Malian government and key stakeholders. stakeholders to provide appropriate HIV services.
JOB DESCRIPTION :
Under the supervision of the EpiC Mali Project Director, the Director, Administrative and Financial, will provide leadership, managerial direction and practical support to the project for financial, administrative and grant management aspects. She/He will ensure supervision and consistent high performance of the EpiC project funding, grants and administration team, as well as close collaboration with the EpiC project headquarters team.
Professional Responsibilities
Responsible for managing the Finance and Operations Department, the DAF supervises all activities relating to accounting, financial management, management control and general services of the organization and its attached entities (Contracts/Purchasing and Admin).
Ensures, in collaboration with accounting managers, the maintenance of operation accounts (authorization, imputation, payment of invoices, salaries).
Controls, validates and transmits the accounting to headquarters monthly
Monitors and budgets expenses.
Manages the development and implementation of annual plans, in accordance with the strategy and policies.
Ensures compliance with approved budgets for FHI360 Mali office projects.
Guarantor of the accounting and good financial production of the organization.
Participates in the development and analysis of financial reports for various projects.
Participates in the preparation and analysis of monthly expenses.
Participates in the preparation and coordination of monthly closing work.
Participates in the development and modification of budgets.
Participates in accounting work: checking supporting documents, monitoring payments and processing transactions in the accounting software.
Participates in the management of advances, monitoring and liquidation of advances from missions, workshops, staff, partners and consultants.
Participates in the preparation of salaries and tax declaration statements.
Participates in partner spending analysis work.
Develops the preparation of the various audits of accounts and financial statements
Coordinates work with the management control unit.
Ensures compliance with legal and administrative deadlines specific to associations.
Ensures the security of the office, data, property and people.
Ensures the consistency of internal information systems.
Ensures supervision of administrative, grants and financial teams.
Skills and qualities required
Have a Master’s degree or minimum BAC+5 in finance and accounting or any equivalent diploma preferably.
Have at least 12 years of experience in the accounting and finance field preferred.
Have at least 6 years of practice in managing USAID public funding.
Have 6 years of experience in a managerial position preferably.
Solid knowledge of American federal regulations (contract management and sub-partners).
Experience in capacity building in financial accounting of NGOs
Expertise in US government costing principles, rules and regulations and their application in program decision making.
Demonstrated experience supporting and collaborating with program technical staff to ensure resources are used effectively and accurately report expenditures.
Master Excel, Word, Quickbooks, GFAS or any other accounting software.
Fluency in French and English, both oral and written, is required.
Great ability to prepare accurate reports and submit them to donors on time.
Be able to work in a multi-sector, multi-disciplinary and multi-cultural environment.
Experience working as a member of a high-performance team.
