JOB DESCRIPTION
The United Nations World Food Program (WFP) is the largest humanitarian agency fighting world hunger. WFP’s mission is

In Mali, WFP supports the government’s efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of
communities and supporting sustainable development efforts.
In collaboration with state institutions, non-governmental organizations (NGOs) and partners of the United Nations system, WFP organizes monetary or in-kind transfers to meet the food needs of families affected by conflicts or hazards. climate, provides school meals that promote access to education for girls and boys, supports the prevention and treatment of malnutrition, provides technical and financial support to
groups of small agricultural producers to improve their production and access at the market.
WFP also provides air transport service, providing humanitarian and development actors with safe, reliable and economical transport to the regions of Mopti, Gao, Menaka, Timbuktu and Kayes, which provides access to the most vulnerable populations. vulnerable. The world’s largest
humanitarian agency also supports the government and its partners, through food and nutrition security analyses, the provision of
logistics services and information and communication technologies.
According to the 2021 HRP, approximately 2.2 million people are in need of food assistance. This can be explained by a situation which continues to deteriorate,
particularly in the northern and central regions but which has recently spread to the southern regions (Koulikoro) and to the northern regions of Kayes
due to conflicts, insecurity, the presence of armed and intercommunity groups, tensions. The socio-political situation remains very unstable
during this transition. In this context, a BR4 was established for Mali to expand and strengthen its emergency response, readjust its CBT operations and consolidate resilience activities with an integrated approach, which requires a talented operations manager to CO.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Education : Have at least a high school diploma in the field of social sciences, project management and related field.
Experience : Have at least 4 years of professional experience in a similar position distributing food or non-food items, monitoring
field activities, etc.
Language : Oral and written communication in French and knowledge of the Bambara national language would be an asset.
ORGANIZATIONAL CONTEXT
Mali experiences food and nutritional insecurity linked to difficult agro-climatic conditions and a high level of poverty.
Frequent and severe drought, irregular rainfall and desertification, combined with insecurity particularly in the north and center of the country, have led to a progressive deterioration in the livelihoods of populations and reduced their capacity to cope with shocks. . Every year, an average of 3.6 million people are food insecure, or 18 percent of the population. Malnutrition in its various forms has serious
human and economic consequences: according to estimates, it results each year in a loss of productivity equivalent to more than 4 percent
of gross domestic product.
In order to ensure effective and efficient support for the Government in achieving Sustainable Development Goals 2 (“Zero” Hunger Goal) and 17
(Partnerships to achieve the Goals), the WFP has adopted a 2020-2024 strategic plan. which aims to define with the Government and partners
the priorities for the next five years. The 2020-2024 Country Strategic Plan aims to support the link between humanitarian action and development
through a two-level approach, aiming to respond to the immediate needs of populations, while working to strengthen their autonomy and enable them to
to respond to their food and nutritional priorities and to cope with shocks and crises.
This position is based in the WFP sub-office in Kayes. The successful candidate will be under the general supervision of the Head of the Program Unit and direct supervision
of the Head of Office.
PURPOSE OF THE POSITION
Coordinate and execute monitoring activities in the field office coverage areas and analyze/provide implementation reports of assistance programs.
KEY RESPONSIBILITIES (non-exhaustive)
1. Monitor the movements and planned distributions of food or non-food items, report problems or deviations to the supervisor for rapid problem resolution to ensure the quantity distributed and the quality of the operation in accordance with WFP standards.
2. Maintain information records and monitoring plan documentation, such as resource movement records and program checklists, to assist in the efficient delivery and distribution of food or non-food items.
3. Collect assistance program data according to clear direction, to support program reviews and informative decision-making.
4. Liaise with cooperating partners and internal counterparts to gather feedback and to support program evaluation and improve the quality of assistance.
5. Receive and analyze feedback from cooperating partners, beneficiaries and communities, to better identify programmatic problems with a view to promoting the effectiveness of operations.
6. Provide advice to cooperating partners on WFP operational standards, tools and methods to help them carry out self-monitoring tasks and contribute to WFP visibility in operational areas.
7. Carry out field monitoring missions and write mission reports to document program implementation.
8. Follow emergency response processes and procedures defined for emergency food assistance.
